I think it is a great and caring idea...I think you have already
recognized on of the major pitfalls however. Namely perscription drugs.
By their very nature, they are limited to the user and any transfer to
another would probably be viewed by the authorities as practicing
medicine and dispencing controlled substances without a license. What I
think may be more useful is to see if any of the major pharmecutical
companies have a compassionate policy of giving meds to patients who
demonstrate financial hardship. The same would hold true for things like
oxigen since it is dispensed only with a script. That would involve
soliciting the Medical Supply Houses...which I know zip about.
I think that would be worth going after...along with some of the major
pharmacy chains like CVS that make money being the dispencer.
